How to disable or enable the popup bandwidth monitor that comes up when clicking on Magnet URIs or BitTorrent links

To disable the bandwidth monitor that comes up when clicking on Magnet links or links to .torrent files, just set the Advanced Setting Downloads.ShowMonitorURLs to 0. Setting it to 1 will (re)enable the monitor showing up on each web download (HTTP, Magnet, BitTorrent).
