Random Port gives LowID

I've had to stop using Random Port because I cannot rely on it to produce HighID. If I disconnect a eD2k hub manually over and over again I still get a LowID. If I close Shareaza (to get a new Random Port), it usually works, but when it doesn't I have to close Shareaza. Locking my port to something common always works.
