BitTorrent Temporary File Chopper

This pilos BitTorrent Temporary File Chopper was mentioned by Razabot (say razabot btc on the IRC channel) but the URL at which it was supposed to be (http://shareaza.sf.net/download/tools/p ... r_1012.rar) is currently broken; so I thought I could post it here for those who'd like to download it.

It is also attached to this post (7zip and PeaZip are able to open this rar archive, you don't need WinRar).

Also note that Shareaza 2.4.0.0 doesn't need the chopper. Just open the Download Properties dialog -> Actions: "Cancel download but save incomplete files(s)".
