Blocking an upload

Am I overlooking the format to use to block an upload to another person? My question is prompted by a particular incident, however I know it has happened in other cases. I had someone keep my uploads totally busy for several days downloading files from me on a particular subject. Then I had occasion to attempt to d/l a file from him and find that he has his files firewalled. Plus he is unaccessible per chat. I feel we should have the ability to block individuals who follow along this path.

Firewalled? If you need push downloads from him and can't do it, then you are firewalled too and it's not his fault.

Set your system up to receive incoming connections and you can get those firewalled files too.
