ratings and reward uploaders

These are two features of great value in theory that don't really work that well currently. Ratings are rarely used by non-spammers because they don't really do that much and reward uploaders suffers from being based on volatile data. Sometimes it works, but it is not a reliable thing.

I propose these two features be combined by adding a bonus to the amount Shareaza has downloaded from the peer for the "reward uploaders" calculation equal to the size of the file size divided by ten multiplied by the rating. This would prioritize users upload bandwidth for the files the user has rated thus giving an actual benefit to rating the files you like.
