Are there any plans for having a version of Shareaza that runs on Linux without an emulator such as Wine?

yes, but they are being developed as separate projects.

Quazaa - QT based interface but still in its infancy, no networks fully working yet.
Sharelin - headless G2 client controlled through web interface.
