How do you use "Connect To" under Network tab

Has anyone successfully used the "Connect To" button under the Network tab? I've found a user that has a lot of content that I'm interested in and was hoping that I could connect to him directly using his IP:Port but I've never been able to make that work. Do I have a correct understanding of what "Connect To" does? When I try, I get a "Timed out connecting to". I wrote down his ip:port and when my connection dropped, I tried "Connect To" and received "Timed out" error.

You can use the connect to button only for Hubs. It does not affect whether you can download files from a user. Simply browse that user and double click on the files you'd like to get from him.

Also remember that IPs are not static, so an IP/port combination that allows you to search a user in one instant might not be valid a short time later as the user might have powered his PC down. Note however that when he is online again, he will show up (most probably) as a source to your downloads and you can use the search user functionality again to get access to his library and select more files for downloading.

Assuming the user is using a static IP address, how does one search for a "user" or an "ip"? I looked for bit but couldn't find or is it as simple and doing a normal search? Is there *any* way to connect to a user directly assuming ip:port are static?

If the user is still online, you can access him via:
http://IP:PORT
