Quite often a download gets to 99.xx% and then goes to "Pending." This has happened on all previous versions I've used. It will download fairly quickly then at 99.xx% it completely stops and never restarts. I've tried "Find more sources" but that has never changed anything. This happens better than half the time. Is this something I can fix or a bug in the software? I'm usually downloading music and video files. I'm using 2.6 on a win7/64bit system.

You run into an internal problem.
Many people were working trying to fix that bug.
Can remember that Brov was fixing some variable from

mp_variable to mo_variable for better downloading

but the 99% bug was never able to be fixed.
There are to less good programmers working on that project

From experience:
After some while, you'ved restarted, set your download to <Pause>, wait some while ( 2 or 10 min ) then rightclick the download and choose <resume>
That's the only hint.
