I've come across several very old posts (year 2008) saying that Kademlia isn't activated yet, however I still have the (empty) tab in my host cache in the latest version of the program (2.7.5.0: year 2014). Is it still not operational? If it is, how do I fill the cache up?

This would benefit Shareaza immensely. I think it should be a priority. Also, if the current developer hasn't the time for this task, why not let somebody else who has the knowledge implement it? There used to be many contributors to the project, but now only one person commits?

The problem is mostly time. Also, there are simply not enough willing developers at the time...
