connection issues

I am running Shareaza 2.5.1.0 and the connection test gives following message.

Details

Start connection test for TCP...
Get socket.
Attempt to connect to 86.208.137.38 on port 6346.
socket_connect() failed, error 113: No route to host.
Close socket.
Done, return code: 'ERROR'.

Start connection test for UDP...
Get socket.
Attempt to bind to INADDR_ANY on any port.
Send /JCT: 3x12 bytes: GND\002sq\001\001\020JCT
Read response:
86.208.137.38:6346 sent 8 byte(s): GND\000sq\001\000 <- OK: packet accepted
Close socket.
Done, return code: 'ANSWERED'.

Static IP is assigned, ports are opened in the router ....
... and I am running out of ideas.

1st do not show your IP in above post, edit it.

Have you opened firewall for Shareaza? It was not mentioned above, \Router is not enough.

2nd Yes, shareaza opens the firewall when installing. I checked, it is open. UDP is fine, TCP doesn't work. I am running Vista32 and should be notified if something gets blocked.

Yes.
I am using Shareaza since many years and never had troubles to get a proper connection.
Windows firewall ports are opened during installation. I have asssigned a static IP. Ports are opened in my router.
UDP test is successful. Only TCP doesn't work.

Indeed it was a problem with the router.

Sure, but didn't really understand why it works now.
My router is INVENTEL LIVE BOX 2F50. I removed the open ports and reinstalled them. Didn't change any setting. Now it works ....
IT is like magic ....
