I downloaded a file, when I try to open it Iget a drop down box asking do you want to open or save when I click on open it keeps returning to the same drop down box.

what is the extension of the file you downloaded with shareaza? I think you may have downloaded the download page instead of the file itself

What is the 3/4 letter abbreviation at the end of the filename(after the last dot) for the file that you downloaded in your library? .iso .exe .php .htm ? You should see it when you select the file in you library. It will show the full filename in the details panel (it will be approximately where the #2 is on the first image on This Page )
