It's not. There's an option misleadingly named "Downloads.MaxFiles" that won't go above 100 but what it actually affects is this:
If you have more than this many pending downloads, newly added downloads will be "queued" by default instead of "pending". Also, if you have more than this many pending downloads, after a while Shareaza will randomly pick some that are not downloading and change them to "queued", leaving only that many still pending (or downloading). It seems to do this for the first time roughly eight hours after being started up, but every hour or more frequently thereafter, so if you want to keep larger numbers of pending downloads active, restarting Shareaza every few hours will do it.
