Translating the IRC applet

The Shareaza website has an IRC Java applet called PJIRC for users who don't have their own IRC client. Its interface can be translated.

The first thing to do is make sure the applet hasn't already been translated by someone else. Go to the shareaza forums and find out if xx.lng and pixx-xx.lng have been created *where xx is the language code). If both files already exist then go to the testsite and make sure the IRC applet loads with that language.
