This is due to the way IDs are calculated. In theory, service providers shouldn't use IPs ending with 0, so the eD2k protocol designed the way the ID is calculated in a way that IPs ending with 0 would generate a low ID. However, a lot of service providers don't follow the rules, so you're getting a low ID.
As for your router, a quick google search shows it has an integrated firewall. Try disabling it. The firewall of my router was blocking Shareaza even though I forwarded the respective port for UDP usage because it detected a DDoS on that port (probably because of the large number of UDP packets).
