I know not getting the files you want is frustrating, but changing the port you're using is rather easy. Start with the connection test and see what port you're currently using. If it's the default port (6346) just click Tools (pull-down menu) and Shareaza Settings. On the left pane of the windows that will be displayed click My connections and you'll see a box with the port number you're using. You may want to change it to something different, say 6512. Then disconnect Shareaza from the P2P networks and reconnect it (or just quit Shareaza and restart it), and see if the connection test is still OK.
If not, you'll need to change the port for the port forwarding settings of your router too, if you have one. Since you currently pass the connection test, I assume you either don't have a router, or that you know how to forward ports on it.
If the initial connection test succeeds and returns a different port number than 6346, then my guess would be that your router is configured automagically with UPnP. In that case, maybe your ISP is throttling the protocol rather than the port. Testing with a client that supports encryption (or protocol obuscation for eMule) for the protocol you're using (FrostWire for Gnutella, Vuze for BitTorrent, eMule for eDonkey) by disabling and then enabling the client's encryption features should give a clue.
I'm sure others will provide better advice than that, but hopefully this could be useful for a start.
