Chinese text files mislabeled as images?

Has anyone else been seeing alleged "jpg" files that don't preview, but when opened in Notepad appear to contain Chinese text rather than binary data?

While I support the desire of Chinese dissidents to communicate under the noses of censors, I'd appreciate it if they didn't name the files with the search terms I'm using.

P.S. I get the distinct feeling that someone here doesn't like me very much and has admin powers, and is not above misusing those powers for miscellaneous acts of harassment. Not only do I seem to draw more than my fair share of snarky/insulting replies, and my suggestions and even patches apparently get ignored, but I was just locked out of this forum entirely for A WHOLE WEEK with bogus error messages. And I am once again being refused the right to view the commit log:

I get fobbed off with a bogus "503 service unavailable" message when my IP address requests the above public web page that anyone should be able to read.
